European Union strategic action from cohesive and competitiveness in sustainability declarations are orienting the administrative changes and Italian reforms, identifying region and sub-regional level as subsidiary of the relationship between spatial/territorial dimension and planning responsibilities in matter of organization and government of territory, economy, society, environment. This matter made it possible to formulate a strong innovative methodology (Sustainable Territorial environmental/economic Management Approach for Territorial Impact Assessment - STeMA for TIA) and tools used for data management (TIA, GIS). The application of this experimental method has positively interpreted and challenged all European and Italian orientations and the 2007-2013 period experiences, thus achieving a political-institutional model offer that catches the real demand of territorial development towards Europe 2020 goals. The STeMA TIA enables policy makers to make considered choices, by reducing the uncertainty of results; it is therefore an instrument to support public policies to be applied in the territory. It enables policy-makers to simulate the forecast activity inherent in planning and assess ex-ante and ex post how policies will impact the territory; and provided aim to assess and to map georephered indicators and synthetic indices (i.e. I&R; Global/Local; Quality; Resources&Funds; Climate Change; Risks; etc) calculated in a statistical way.
Per accompagnare i policy maker nella scelta di appropriate policy di organizzazione e governo del territorio, dell’economia, della società, dell’ambiente (pianificazione integrata), riducendo l’incertezza dei risultati attesi, è necessario adottare in Europa e in Italia una metodologia condivisa basata sull’utilizzo di indicatori ed indici geografici e statistici georeferenziati. STeMA TIA (Sustainable Territorial environmental/economic Management Approach for Territorial Impact Assessment) assolve a questo obiettivo e supporta le politiche pubbliche economico-territoriali, simulando ex ante ed ex post le azioni di pianificazione necessarie, valutandone e mappandone gli impatti. Strumento di supporto all’applicazione della metodologia è lo STeMA TIA-GIS, in questa sede presentato nella versione applicata alle strategie di coesione e competitività in sostenibilità Europe 2020, per coglierne la reale e potenziale domanda di sviluppo regionale e provinciale.
