The literature review highlights some limits of current methods and models for the assessment of city logistics policies. In order to overcome these limits, the paper presents a new modeling approach able to point out the exiting relations among decision-makers, choice dimensions and city logistics policies. It is made of two sub-systems approaching problems related to the demand (definition of level and spatial distribution of commodity exchanged within the urban area) and the restocking tour definition. This modeling system has been specified and calibrated using some surveys carried out in the inner area of Rome where more than 500 truck drivers and about 600 retailers have been interviewed.
