Standardized by the ITU in 2010, "vectoring" is a powerful technology applied to VDSL2 able to boost datarate up to 100 Mbit/s and beyond with low-cost Fiber-to-the- Cabinet configurations. Moreover, to increase the speed even more some vendors are developing Enhanced VDSL, having larger bandwidth (0-35.2 MHz). However, to deliver its promises vectoring requires centralized control by a single operator, due to some well-known technical limitations. In Europe, Regulators are attempting to conciliate the need to promote data-rate increase with the mandate of encouraging infrastructure competition. This is a complex "system" problem going well beyond a brute-force and naïve approach of simply increasing data-rate in the access network. This paper examines the status of vectoring regulation in Italy and in Germany. On this basis, it reviews the proposal of Sub-Band Vectoring we introduced elsewhere, further evidencing its promise to push ultra-broadband penetration at limited investment cost.
