Designing a Municipal Civil Protection Plan is an activity affected by many uncertainty elements, mainly for the risks estimation. These elements are relate to: the impossibility to model all the potential dangerous phenomena; the time discrepancy between the stage during which the Plan is carried out and the moment of the event, that can imply a different configuration of the territorial system; the potential interaction between dangerous phenomena, that can imply an amplification of the effects of a planned phenomenon. For this reasons, in the planning activities carried out by the University of Tor Vergata, commissioned by the Province of Rome, a new general risk estimation and plan dimensioning method was outlined, fully innovative if compared with the traditional one. A technical implementation of the method has been achieved, producing in this way the Spatial Information System for the Province's Civil Protection Department.
