The Kyoto Protocol represents a decisive step forward in the process of containing global climate change. Developed countries that have ratified the Protocol are allowed to trade emission permits to meet their targets for the reduction of pollutants by 2012. In order to meet its obligations under the Kyoto Protocol the European Union has introduced the European Union Emissions Trading Scheme (EU ETS) which is the largest market for carbon dioxide emissions in the world. Started on January 2005 the EU ETS is a relatively composite and decentralized trading programme that gives individual member countries the responsibility for allocating emissions allowances among sectors, setting reduction targets, determining enforcement mechanisms and creating exchange platforms for carbon emission permits. The Italian market for carbon dioxide emission permits was launched on April 1st 2007 in compliance of the provisions of the EC Directive 2003/87/CE on greenhouse gas emission. The main aim of the present paper is to explore the steps that have led to the creation of the Italian market for carbon dioxide emission allowances.
