The EUROMED PROTECT-NET Forum 2025, held in the Republic of San Marino under the High Patronage of the Captains Regent and with the support of the Council of Europe, convened specialized centres, governmental authorities, civil protection agencies, academic institutions, and humanitarian actors from the Euro-Mediterranean region. The Forum addressed disaster risk governance, health preparedness, and operational cooperation in increasingly complex emergency environments. Contributions explored integrated approaches to natural and technological hazards, fire management, seismic vulnerability, industrial and coastal risks, and the resilience of essential lifelines. A dedicated side-event focused on the protection of healthcare workers and first responders in conflict and non-permissive environments, presenting evidence-based strategies to strengthen safety, continuity of care, and duty-of-care frameworks. The Proceedings provide a multidisciplinary reference for policymakers, civil protection authorities, and practitioners committed to advancing prevention, preparedness, and response capacities across Europe and the Mediterranean.
