This article explains the conditions underlying the development of the Italian “National Plan for the management of radiological and nuclear emergencies,” and the related implementation methods through the identification of the measures necessary to deal with the consequences of accidents in nuclear power plants located “across the border,” i.e., plants close to the national border, in Europe and in non-European countries, such as requiring intervention actions at a national level. The organizational model for managing the emergency is described, with an indication of the priority interventions to be implemented, at the national level, for maximum reduction of induced effects on the population and the environment.
