L’assenza di strategia nella spending review italiana: un’analisi longitudinale

Over the last few years, spending reviews have been an important element in the budgetary policies of many countries. The paper, through the use of the narrative method, deepens the Italian experience of spending review with the aim of assessing the effectiveness of policies adopted in the last decade. From the analysis it emerges that, although the review of public expenditure has allowed positive results to be achieved in terms of aggregated data, the approach has been affected by the mechanism of rigid control of expenditure, mainly through linear cuts. The analysis of past experiences is carried out in an attempt to highlight the importance of a strategic approach to spending decisions and to identify policy implications.

Negli ultimi anni l’attività di revisione della spesa ha costituito un elemento qualificante delle politiche di bilancio di molti paesi. Il lavoro, attraverso l’utilizzo del metodo narrativo, approfondisce l’esperienza italiana di spending review con l’obiettivo di valutare l’efficacia delle politiche adottate nell’ultimo decennio. Dall’analisi emerge che, sebbene la revisione della spesa pubblica abbia permesso di conseguire risultati positivi in termini di dati aggregati, l’approccio ha risentito del meccanismo di rigido controllo della spesa operato prevalentemente attraverso tagli lineari. L’analisi delle esperienze passate viene condotta al fine di evidenziare l’assenza di un approccio strategico alle decisioni di spesa e di formulare raccomandazioni utili alla gestione della spesa pubblica nel nostro Paese.
