rom the Resistance to Fascism, until the reforms of the 1970s in Italy, the issue of local autonomies has been at the center of political and legal debates. This essay aims to analyze this historical period by focusing on the most original ideas and proposals, often minority and neglected by historiography, aware of the close link between autonomism and democracy. The latest reforms adopted in Italy urge us to retrace Italian and European constitutional history with attention to the evolution of the institutions of decentralization and to reflect anew and in an unprecedented manner on the meaning of autonomy, which should not equate to the “secession” of the richest regions, but to solidarity between the various communities that make up a nation.

Desde la Resistencia al fascismo hasta las reformas de los años setenta en Italia, la cuestión de las autonomías locales ha estado en el centro de los debates políticos y jurídicos. Este ensayo pretende analizar este periodo histórico centrándose en las ideas y propuestas más originales, a menudo minoritarias y olvidadas por la historiografía, consciente del estrecho vínculo entre autonomismo y democracia. Las últimas reformas adoptadas en Italia nos instan a recorrer la historia constitucional italiana y europea prestando atención a la evolución de las instituciones de descentralización y a reflexionar de nuevo y de forma inédita sobre el significado de la autonomía, que no debería equivaler a la “secesión” de las regiones más ricas, sino a la solidaridad entre las distintas comunidades que componen una nación.
