Is it possible to explain why Italy was the first country in Europe where the COVID-19 pandemic happened? Why has this pandemic resulted in a much greater number of victims than in other European countries (probably more than the official figures which place Italy behind Russia and the United Kingdom)? This contribution answers to these questions using the method of the levels of analysis theorized by Yves Lacoste and it will be possible to understand how the planetary relations of these territories of Lombardy also have a precise characteristic of urbanization which made of very fertile ground. to Virus. Est-t-il possible d’expliquer pourquoi l’Italie a été le premier pays d’Europe où la pandémie de COVID-19 est arrivée ? Pourquoi cette pandémie a fait en suite un nombre bien plus important que dans d’autres Pays d’Europe ? A ces question cette contribution répond utilisant la méthode des niveaux d’analyse théorisé par Yves Lacoste et il sera possible de comprendre comment les rapports planétaires de ces territoires de la Lombardie ont aussi une caractéristique précise d’urbanisation qu’a fait de terreau très fertile au Virus. En suite ce n’est pas ni les axes de mobilités ni la qualité de l’aire (que certains auteurs ont avancé) qu’ont fait un si grand nombre de victimes mais plutôt un rapport de force spécifique entre état et région depuis 1992 et aussi, pur ce que concerne la Lombardie, un réseau de pouvoir qu’a empêché une bonne coordination et action, au contraire d’autre région comme la Vénétie et l’Emilie Romagne.
