Interrogativi del progetto di recupero: l'intervento unitario dell'ex-ospedale a Serra San Quirico

The earthquake of 1997 in the Umbria and Marches regions was, for Serra San Quirico, the beginning of a period where many recovery building sites were set up simultaneously. The natural disaster that stoke this territory was not devastating but rather prejudicial, without collapses and serious enough to provoke deep wounds to the historic buildings of the area. The recovery project of the historic centre of Serra San Quirico, although characterised by extraordinary procedures linked to the emergency of the earthquake, is a descriptive synthesis of a route combining homogeneous identities and contexts, where the project is not represented through a set of rules, but it is itself a constituent element of the rules, in a grammatological sense for which it is the recovery intervention to set the criteria and principles preceding and anticipating the operational decision and where the critical tools of composition fields of studies and architectural theories come into play. An exemplary case is the minimum intervention unit (I.U.4.) where planning takes place for repairing and seismic enhancement actions of two adjoining buildings, (the former Hospital already of municipal property and the Clemens House bought by the Town during the implementation of the recovery programmes), together with urbanization and street furniture interventions to complete two areas between Via Matteotti and Via alle Mura, as written in the Urban Recovery Plans. The small heritage inside the unitary intervention area is an example of unitary and continuous interventions of recovery and re-qualification both of the city and of the buildings, where the project becomes an instrument to create a relation between small architectures. Short stories of a tale wanting to re-establish a dialogue which had been interrupted by the subtraction of buildings because of neglect and deterioration, renewing the identity of the spaces on which the heritage of the architectural shapes writes its interpretations and giving back a new order to rediscover in the relation with the pre-existing the result of a long stratification of plans and fabrics which shaped the place.

L’evento sismico del 1997 che coinvolse il territorio umbro-marchigiano, decreto’ per Serra San Quirico l’inizio di una stagione permeata dalla simultanea messa in opera di numerosi cantieri di recupero. La calamità subita non fu distruttiva, ma pregiudizievole, senza crolli, e sufficiente a produrre profonde ferite al patrimonio edilizio storico. Il progetto del recupero del centro storico di Serra San Quirico, pur segnato da procedure eccezionali nate dall’emergenza del terremoto, si configura come sintesi descrittiva di un itinerario che mette a sistema caratteri identitari e ambiti omogenei, nei quali il progetto non si esplicita attraverso regole, ma è lui stesso costitutivo della regola, nell’accezione grammatologica che si instaura in quel processo in cui e’ l’intervento di recupero che stabilisce criteri e principi che precedono e anticipano le decisioni operative e dove entrano in gioco gli strumenti critici propri delle discipline compositive e delle teorie architettoniche. Un caso esemplare e’ l’unità minima dell’intervento 4 (I.U.4.). In essa vengono programmate azioni di riparazione e di miglioramento sismico di due edifici contigui, insieme alle opere di urbanizzazione e di arredo urbano per il completamento di due aree tra Via Matteotti e Via alle Mura, così come recitato nei contenuti dei PRU . Il piccolo patrimonio racchiuso nella perimetrazione dell’Intervento Unitario e’ rappresentativo di un’esperienza unitaria e continua di recupero e di riqualificazione sia alla scala urbana che a quella dell’edificio, dove il progetto si trasforma in strumento per relazionare piccole architetture. Brevi racconti di una narrazione che intende riallacciare un dialogo interrotto a causa della sottrazione di parti edificate per incuria e degrado, rinnovando l’identità degli spazi su cui il patrimonio delle forme architettoniche trascrive le sue interpretazioni e regalando un nuovo ordine per riscoprire nel rapporto con la preesistenza l’esito di quella lunga stratificazione di tracciati, di tessuti che ha dato forma a un luogo.
