The development of the local railroad transportation system is quite peculiar: the highly advanced national legislation of the 90s – which already required competitive measures to award public service contracts – was replaced due to a distortion in the implementation of the subsequent secondary European legislation, which allowed the direct award of the service to a determined subject. This change has compromised the full development of the transformation process which at first, partly as a result of the European principles’ influence, generally affected the public services.
