By the proliferation of lows (European, national, regional) and by the attempt to bring them back to unique thematic (cultural heritage, environment, etc), texts and procedures are increased; but this makes harder for the public manager/promoter to compare different planning and management offers about cultural heritage and landscapes. In order to reduce these risks, the theme will be treated highlighting those rules (governance) and those procedures/lows (compliance) to which the territorial government is due to, transferring planning address in cultural heritage’s subject. Rules and lows of the European culture unify the treatment of the cultural heritage and landscapes, making subsidiary orientations, procedures, standards; they transform interests of investors, enterprise systems, interest-taken, citizen and citizenships on the "best practise” way. Governance and compliance were born in the enterprise’s management area and their applications to the territorial planning for cultural heritage and landscapes are recent: they update planning formalities and management of cultural sources, enhancing endogenous and original aspects, useful to the competitiveness, to the sustainability, to the cohesion, creating competences’ network, reinforcing the role of the public institution and creating also new planning forms for cultural heritage and landscapes. Governance and compliance weight upon principles orientated on the government’s actions; they should be coherent with trans-national, national, regional recommendations, without substitute themselves to ones regulating new free state and individual initiative. Following, we will talk about it also about its structure (method and process); through it, some experiences fix different objectives for cultural heritage adopting models of sustainable and competitive planning, deciding methods and techniques to reach and monitor performances finalised to the cohesion’s enforcement.
