The Libyan oil and gas manufacturing industry has been performing significantly well over the past decades (Rhaman, Shokshok, and Wahab 2011). This is due to a number of reasons, for example, the rise in public demand of oil and gas products, increased investments in the industry, government initiatives to enhance this industry and Libyan proximity to coastal regions of European, which has opened up market in Europe for Libyan oil and gas products. This has made an oil and gas industry of Libya to be a major source of revenue for the Libyan government. Despite this, there has been a lack of application of the Total Quality Management in this industry, thereby, raising concern with the quality of oil and gas products in Libya and even at international level. It has been noted that only a few manufacturers are able to produce goods of high quality as a result of employing the philosophy of Total Quality Management (Xiang 2007). A number of manufacturers involved in the Libyan oil and gas industry possess the quality certificate but in reality, barely any of them has been able to achieve the requirements of the modern Total Quality Management. The bottom line, therefore, has been that there is a lack of implementation of Total Quality Management in Libyan oil and gas manufacturing industry. This study aims mainly to the implementation of total quality management in the oil industry in Libya, as well as the impact of the application of total quality management to maintenance mechanics in the Libyan oil industry. The main objective of this study was to identify the drivers and barriers that prevent the application of Total quality management to overcome the production problems in the oil industry in Libya and develop a model through Which could Libyan companies in the implementation and maintenance of quality systems improved. In this study, were examined for a solution to some of the problems that occur in the oil field in Libya, where it was during the passage of crude oil from the refinery and exit of products and some of these products are issued directly and some of them is the raw material for other plants such as diesel, which is the raw material to factory ethylene and the passage of these products through pipes and pumps to the units of measurement by at being shipped to the ships, and related to this study, treatment of some of the problems, including leaks and difference measurements so that cost companies huge amounts of money too, as well as This study presents scientific methods through the application of total quality management to overcome problems. To achieve this goal, the approach adopted quantitative and qualitative research on both styles. And used in this study, and visits to a group of companies and find out some of the problems that have not been solved and maintenance as well as taking a sample of spare parts, especially on the arms shipment was testing it and taking the results of how to address these problems through total quality management. This depends on a proper understanding of the modern principles and understanding of Total Quality Management, which should enable the involved individuals effectively to apply the techniques of Total Quality Management. This is what will help in the achievement of the required results. In order to achieve this, the researcher engaged indepth review of the literature regarding the implementation of Total Quality Management in Libya was done. Extensive survey was also carried out through interviews and questionnaires after which the results were analyzed. The results showed that the effective application of Total Quality Management in any industry or organization leads to increased customer satisfaction as well as reduced losses and increased profits in the Libyan oil and gas industry. This study presents a report on the research of the current practices of Total Quality Management as per the Libyan oil and gas manufacturing industry over the past decades. This paper aims at finding the current state of implementing Total Quality Management, as well as the potential results of the full implementation of Total Quality Management in the Libyan oil and gas manufacturing industry. Through the results that we have acquired them was modified as part of total quality management for use in the oil industry in Libya and began to move step by step towards a culture of total quality management. The transition from one stage to another in the application of total quality management depends on the empowerment of knowledge and experience gained during the previous stage and the criteria for evaluating the achievement of each stage. Implementation of this model will be running faster and more efficiently if there is a strong commitment from senior management and staff in the Libyan oil companies. Began the first steps in the implementation of the application of total quality management in some companies and initial results were very excellent.
