If the general objective of the Symposium is "to consider the transformation of metropolitan spatialities in the light of a reflection on the new power relations and the re-compositions that they bring about in terms of public policies", then the case of Rome is revealed of a certain interest by summarizing in its recent dynamics the bursting of all public policies as a consequence of permanent conflicts between the administrative and governmental scales; conflicts that, even in a context of "rescheduling of public policies towards the local sphere", it is necessary to inscribe carefully in the crisis of any public action referring to the planning. The process of metropolitanization occurring in the territory of Rome is part of a well-known phenomenon of extension of the built-up area common to Mediterranean metropolises. The formal response also supported by European policies is based on urban regeneration. In particular, an idea of intervention on the existing grounds the last urbanism policy formulated in a direct way for the city (2013-2015). However, the real experiences developed in recent years show the contradictions of the proposed intervention model, the regulatory, financial and procedural critical nodes, and especially the absence of a real territorial dialogue that should be built by a new governance of the metropolitan territory. These issues will be examined using a research-action experiment developed over three years (2013-2015) in a peripheral district of the city of Rome and financed by a URBACT II (RE-Block project).
