La modifica del Regolamento del Senato e le nuove procedure per l’invio di un parere motivato all’interno dell’early warning mechanism

This paper’s purpose is to analyze a central aspect of the latest modification of the Senate’s regulation: the sending of the reasoned opinion within the early warning mechanism. Previously this opinion was sent by the responsible committee by subject, while after the reform it will be sent by the 14th committee. The committee itself or the government could choose if it would be the assembly to decide on the final submission of the opinion. However, this possibility has been denied to the plenum itself, a choise that appears to be very criticizable
