Rappresentanza e interessi. Il Senato in Italia dalla crisi dello Stato liberale alla Costituente

The essay aims to examine the history of the Italian Senate in the period between the enactment of the Albertine Statute and the Constituent Assembly, by inserting it in the European context, less studied by historians, but crucial from the point of view of the representation crisis. The numerous proposals for Senate reform were, in their vast majority, characterized by an attempt to reconcile the progressive affirmation of the democratic principle, which the House of commons was an expression, with a different idea of ​​representation. The Proposals for a Senate intended as territorial or federal representative, or house of interests or expertises, as well as a place of balace and compansation, followed one another throughout the liberal period until he reached his 'fascist form' by the regime of Mussolini. During the Constituent Assembly emerged the most significant issues on the role of the second chamber which, however, found a partial solution.

Il saggio vuole indagare la storia della Camera alta nel periodo compreso tra l'emanazione dello Statuto Albertino e l'Assemblea costituente, inserendola all’interno del contesto europeo che, meno approfondito dalla storiografia, è risultato fondamentale per orientarsi nelle coordinate della crisi della rappresentanza. Le numerose proposte di riforma del Senato furono, nella loro grande maggioranza, caratterizzate dal tentativo di conciliare il progressivo affermarsi del principio democratico, di cui la camera bassa era espressione, con una diversa idea di rappresentanza. Le proposte di un Senato inteso come rappresentante, territoriale o federale, quale camera degli interessi o delle competenze, nonché luogo di compensazione munito di una funzione ritardatrice, si susseguirono durante tutto il periodo liberale fino ad arrivare alla sua 'fascistizzazione' attuata dal regime di Mussolini. All'Assemblea costituente riemersero le questioni più significative sul ruolo della seconda camera che tuttavia trovarono una soluzione parziale.
