This thesis has two purposes. The first is a contribution to theory, to advance in the knowledge of organizational climate and organizational equilibrium in a public sector context. With regards to the first topic, the starting point is that Italy is very oriented to introducing new reforms but often weak in their implementation. Furthermore, the public management literature does not seem to analyze in depth the issues related to values, culture and climate in order to better understand their effective implementation. So we aim at analyzing implemention gap of public reform through the concept of climate for innovation, in relation to implementation effectiveness of Information and Communication Technologies (ICT). With regards to the second topic, we propose the concept of organizational equilibrium in relation with the concept of climate. There are evidences of indirect link between the two constructs, derived for example from social exchange theory and leader-member exchange. So we develop the idea that organizational climate can be used as a proxy to evaluate organizational equilibrium. The second is a contribution to practice where research project is realized (with a practitioners audience) to support the general management, to better understand organizational problems and decide how to solve it, trough an organizational climate analisys.
Questa tesi analizza il clima organizzativo in una pubblica amministrazione locale con due finalità principali, la prima relativa a fornire un avanzamento nella teoria circa il rapporto tra innovazione, clima ed equilibrio organizzativo, e la seconda relativa ad un contributo per l'ente in cui la tesi si è realizzata. Per quanto riguarda il primo aspetto, la letteratura italiana evidenzia che le riforme del settore pubblico, presentano sotto il profilo empirico un gap di implementazione. L'obiettivo è quindi quello di analizzare il gap della riforma della pubblica amministrazione attraverso il concetto di clima per l'innovazione, in relazione alla efficacia di di implementazione delle ICT. Inoltre, si propone in questa tesi il concetto di clima come variabile proxy dell'equilibrio organizzativo. La letteratura non analizza direttamente i due costrutti ma ci sono evidenze di analisi indiretta tra i due concetti derivanti ad esempio dalla teoria dello scambio sociale e lo scambio leader-member. Per quanto riguarda il secondo aspetto, il lavoro ha fornito un supporto alla direzione generale dell'ente in cui la ricerca si è realizzata nel comprendere e decidere come risolvere le principali problematiche organizzative, attraverso l'analisi del clima.
