Forthefirsttime,inthepresentpaperabootstrapapproachforthedecomposi- tion oflabourproductivitychange,proposedby Kumar andRussell(2002), isemployed. This approachpermitstoconductstatisticalinferenceontheparametersofinterest,and to analysetheeffectsofICTtechnologiesoncapitalaccumulation.Theresultsconfirm theroleofICTasageneralpurposetechnologythatneedsorganisationalandbusiness processchangestofullyexploititsgrowthopportunities.Thepaperalsofindsout,by applyinganon-parametrictest,thatICTtechnologiespositivelycontributetothe generationofconvergenceclubsintheevolutionoflabourproductivity.Finally,the empiricalevidenceofferssomebasicguidanceforfuturepolicyinterventionin supportingICTcapitalinvestments.
