European cohesion policy, following some scholars, is acting as substitute of an impossible community planning policy (Peyrony, 2010). On the other hand it has been noted that European Union has always had its own territorial agenda although implicit (Faludi, 2009). The European spatial planning systems, following French concept of aménagement du territoire, often stressed the necessity of systematic consideration of territorial dimension in building policies: only in recent years these claims have found echo in the new cohesion policy, finally named territorial. With the aim to study the way the territories answer to the new European criteria, by elaborating successful development strategies, it has been adopted the concept of ‘Integrated Territorial Development Strategies’ (ITDS). Starting form a preliminary definition (“An integrated territorial development strategy aims to develop a territory through all its components and their interrelations. The territory is considered as a dynamic and holistic entity”), this concept has been used and discussed in the framework of a transnational applied research project. A comparison among different planning systems has been developed in order to set the scene for a useful conceptualisation of ITDS.
