By taking the Irvin and Stansbury (2004) article as a theoretical framework, this chapter aims to explain the diffusion of participatory strategic plans in a country like Italy, which is traditionally characterized by a high degree of distrust in public institutions. The population for our study consisted of the Italian cities that formulate participatory strategic plans. Qualitative Comparative Analysis (QCA) is employed to identify the factors that influence the propensity of Italian municipalities to engage citizens in strategic plan formulation.
