The present study illustrates a geographical information system (GIS) based procedure for the management of an incentives program aiming to promote household selective solid waste disposal habits. The overall procedure is implemented as a combination of four components: a management module, a solid waste load estimation module, a distribution module, and a comparison module. The first component is used as a dynamic users parameters control tool managing all geographic based data and analysis supporting subsequent modules. The load estimation module is used to estimate reference quantities for the evaluation of effective waste disposal rates at each storage point. The distribution model calculates the effective waste disposal quantities. The final module provides the analysis, comparison and ordering of the effective behaviours for users groups associated to each storage point. The GIS based procedure was verified in the field and implemented as a real incentives program (900,000 euro incentives) on the initiative of the Municipality of Rome and AMA S.p.A, the local solid waste management company. The results demonstrate that the developed approach can be used as a potential decision support tool to geographically individuate the most virtuous behaviours defined as the users groups that dispose an higher per capita selective solid waste quantity. Finally, the procedure supports the allocation of the overall incentives fund in the form of savings on waste disposal taxes.
